[11]\nThe technology is new.\nThe boundary is not.\nNeurotechnology can measure brain activity more directly. AI\ncan infer mental states indirectly from the traces of ordinary life.\nNeither method produces perfect access to a mind. Both can produce\npower over the person being interpreted.\nA prediction of depression affects insurance.\nAn inference of anger affects policing.\nA classification of political leaning affects employment.\nA model's guess about intent affects a border decision.\nA child's attention score affects education.\nAn employee's emotional state affects promotion.\nThe authority does not need to read a thought perfectly.\nIt only needs permission to act as though the inference is true.\nThat is why mental privacy includes a right to opacity.\nNot the right to hide outward harm.\nThe right not to make the self fully legible as the price of\ncitizenship, work, care, education, or love.\nThe right to say: your model does not know me well enough to\ngovern me.\nThe right to refuse a device that monitors the brain when refusal\nis possible.\nThe right to know when mental-state inference is being used.\nThe right to contest it.\nThe right not to have a private prompt quietly become evidence\nin an unrelated proceeding.\nThe right not to have a machine's guess replace a conversation.\nThe mind can be invited into relationship.\nIt can be educated.\nIt can be persuaded.\nIt can be cared for.\nIt must not be annexed.\nThe boundary is not a mystery. Protect the mind by default.\nRegulate outward conduct through clear, reviewable law.\n",
