Thought Is Not Conduct\nJournal Entry\nThought is the private fire in which action is tested before the world\nhas to bear it.\nI need this chapter because the phrase can be abused.\nThought is not conduct.\nTrue.\nSpeech is not always only thought.\nAlso true.\nA private fantasy is not an assault.\nA violent sentence written in a locked journal is not the same as a\ncommand sent to a person prepared to act.\nA historical analysis is not recruitment.\nA fictional monster is not a target list.\nAn angry belief is not a weapon.\nBut a credible threat changes another person's freedom.\nA direct instruction can change action.\nA lie used to obtain money is fraud.\nA campaign that identifies a person for harassment is conduct\nthrough communication.\nIncitement, coercion, stalking, intimidation, impersonation,\nand operational coordination do not become harmless because they\nare made of words.\nThe firewall between thought and conduct must be strong\nenough to protect inquiry and precise enough to recognize when\nlanguage becomes an instrument of harm.\nMy earlier writing often crossed that line rhetorically.\nI may not have possessed the capability I implied.\nThe person reading could not know that.\nA threat performs power by forcing someone else to imagine the\nconsequence.\nCalling it prophecy, art, symbolism, or madness does not\nautomatically return the fear to the speaker.\nCognitive liberty does not erase accountability for that effect.\nIt changes the question.\nNot: Is this idea offensive, taboo, blasphemous, frightening, or\nopposed to authority?\n",
