"text": "The Throne in 2026\nDo not call this prophecy. Call it the evidence ledger the throne\nhoped you would never read.\nThe throne no longer sits in one capital. It is distributed across\nwar rooms, cloud regions, procurement offices, platforms, satellites,\nmodels, command chains, policy stacks, and markets. Its power is\nstrongest where no single person appears to be in command.\nIn 2025, global military expenditure reached an estimated $2.887\ntrillion, the eleventh consecutive annual increase and the highest\nlevel recorded by the Stockholm International Peace Research\nInstitute. The wars in Gaza and Ukraine remained central to global\nmilitary spending, arms transfers, and strategic planning. [1]\nAt the beginning of 2026, SIPRI estimated that nine nuclear-\narmed states possessed about 12,187 nuclear warheads. Roughly 9,745\nwere in military stockpiles for potential use, and about 4,012 were\ndeployed with missiles or aircraft. Nuclear doctrines were changing,\nmodernization was accelerating, and the risk of miscalculation was\nrising. [2]\nNearly three trillion dollars for the machinery of organized force.\nMore than twelve thousand nuclear warheads in the human archive.\nThis is not an abstract policy environment. It is the material altar\nbeneath every speech about restraint.\nTHE THRONE FUNDS WHAT IT EXPECTS TO USE.\nArtificial intelligence improved rapidly during 2025 across\nlanguage, reasoning, coding, mathematics, and agent-like tasks. At\nthe same time, the systems used to evaluate AI were being outpaced\nby the systems they were meant to measure. The gap between what AI\ncould do and society's ability to govern, test, and understand it\ncontinued to widen. [3]\nMilitary AI was no longer only a debate about a hypothetical\nrobot weapon. It was increasingly used or considered for intelligence\nanalysis, planning, targeting support, cyber operations, logistics,\ntraining, surveillance, and information operations. Reported uses in\nGaza and Ukraine intensified attention to AI-enabled decision-\nsupport systems. [4]\nNATO's public strategies described data, resilient networks,\nhuman-machine collaboration, information advantage, and mission\nsuperiority as foundations of future military capability. NATO\nresearch and Allied Command Transformation also treated cognitive\nwarfare as an emerging field shaped by the convergence of\npsychological operations, information operations, cyber activity,\ndata, and artificial intelligence. [5][14]\nThe machine is not approaching the chain of command. It is\nalready inside the chain: classifying, prioritizing, recommending,\n",
