"text": "130\n47. The Charter in War\nJournal Entry\nWar does not suspend the sanctuary. It reveals whether the sanctuary\nwas ever believed.\nRights are easiest to praise before the emergency.\nWar arrives and every boundary is called a luxury.\nThe enemy manipulates.\nThe enemy hides.\nThe enemy uses civilians.\nThe enemy moves faster.\nThe enemy has no rules.\nTherefore we must see everything, infer everything, automate\neverything, and control the population's interpretation before the\nadversary does.\nThat argument has no natural end.\nThe Cognitive Liberty Charter must survive the moment it\nbecomes inconvenient.\nFreedom of thought and conscience is not a peacetime ornament.\nThe international human-rights framework treats the inner forum\nas a protection that does not vanish simply because a government\ndeclares emergency. [11]\nIn war, that principle requires concrete limits.\nNo AI system should independently authorize or initiate nuclear\nuse.\nNo autonomous weapon should select a person for lethal force\nwithout meaningful human control over the specific application of\nforce.\nNo civilian should be targeted solely because a model inferred\nideology, emotion, religious belief, association, or future\ndangerousness.\nNo military or intelligence service should use covert, personalized\nemotional manipulation against civilian populations without strict\nlegal limits, oversight, and accountability; some forms should be\nprohibited outright.\nNo synthetic system should impersonate protected humanitarian\nactors, surrender channels, medical personnel, or authenticated crisis\nauthorities in ways that endanger the protections on which survival\ndepends.\n",
