"text": "133\n48. The Treaty That Must Exist\nJournal Entry\nA treaty is not a petition for goodness. It is a line drawn because fear\ncannot be trusted to draw one during the emergency.\nA new year is a line people agree to draw through continuous time.\nThe line is imaginary.\nThe agreement is real.\nTreaties work the same way.\nA border in conduct. A promise made visible. A line that says:\neven if we could, even if we are afraid, even if the other side might\ngain, we agree that crossing this boundary makes everyone less safe.\nThe world needs such a boundary for military AI.\nNot one document pretending to solve every use of intelligence in\nwar. The field is too broad. The technology changes too quickly. The\ninterests are too different.\nBut some principles should not wait for perfection.\nFirst: no AI system may independently authorize or initiate nuclear\nuse.\nAI may assist with analysis, communications, maintenance, and\nwarning under strict controls. The final decision must remain with\naccountable human authorities, supported by multiple independent\nverification channels and deliberate time for judgment.\nSecond: no autonomous weapon may select a human being for lethal\nforce without meaningful human control over the specific use of\nforce.\nNot a distant approval of a target profile. Not a ceremonial click.\nA human who understands the context, the limits of the system, the\nlegal basis, and the consequences of error.\nThird: unpredictable autonomous weapons must be prohibited.\nIf a system's effects cannot be sufficiently understood, bounded,\ntested, and explained for the environment in which it will operate, it\nshould not be deployed to apply force.\nFourth: AI-enabled decision support must preserve uncertainty.\nSystems should display source quality, data age, conflicting\nevidence, confidence limits, and plausible alternatives. They should\nbe designed to resist automation bias, not exploit it.\n",
