"text": "accelerating, and preparing the human signature that will be placed\nbeneath its result.\nTHE MODEL MAY ADVISE. THE HUMAN STILL OWNS THE\nCONSEQUENCE.\nThat development changes the meaning of civilian protection. A\npopulation can be pressured not only by weapons but by synthetic\nevidence, personalized persuasion, manufactured social proof,\nemotional profiling, and uncertainty about whether any voice or\nimage is authentic.\nThe United States Department of Defense stated that military AI\nshould be responsible, equitable, traceable, reliable, and governable,\nincluding the ability to disengage or deactivate systems that behave\nunexpectedly. [6]\nThe International Committee of the Red Cross called for legally\nbinding limits on autonomous weapons, including prohibitions on\nunpredictable systems and systems designed to apply force against\npeople without sufficient human control. [7]\nThe United Nations Secretary-General called for prohibitions and\nrestrictions on lethal autonomous weapons and for humans to retain\ncontrol over decisions involving life and death. [8]\nThe international human-rights baseline already recognizes\nfreedom of thought, conscience, and religion. Article 18 of the\nInternational Covenant on Civil and Political Rights protects that\ninner freedom, and the Human Rights Committee has treated the\nforum of thought and conscience as non-derogable and resistant to\ncompelled disclosure. [11]\nIn November 2025, UNESCO adopted the first global normative\ninstrument on the ethics of neurotechnology. It addresses dignity,\nautonomy, personal identity, freedom of thought, cognitive liberty,\nfree will, mental privacy, and the protection of brain data, especially\nwhere neurotechnology and AI intersect. [12]\nThe OECD's responsible-neurotechnology framework similarly\nemphasizes safety, inclusivity, societal deliberation, stewardship,\nprotection of personal brain data, and anticipation of misuse. [13]\nThe mind has entered the procurement cycle. Brain data,\nemotional inference, attention, vulnerability, and belief are\nbecoming governable inputs. FFTAC reads these documents not as\npermission slips from respectable institutions, but as evidence that\nthe boundary we named is already under pressure.\nTHE MIND IS NOT THE NEXT RESOURCE FIELD.\nThe question is not limited to implants. Search histories,\nprompts, voice, gaze, typing rhythm, purchases, location, social\ngraphs, and biometric signals can all be used to infer attention,\nemotion, vulnerability, belief, or intent. The inference may be wrong\nand still govern a life.\n",
