"text": "36\nA kill switch that cannot be reached in time is decoration.\nAn override that ends a career is not free judgment.\nA review process that begins after the dead are counted is\naccountability, perhaps, but not control.\nThe Department of Defense says military AI should be\ngovernable and capable of being disengaged or deactivated if it\nbehaves unexpectedly. That is a necessary principle. It is not a\ncomplete solution. [6]\nThe deeper question is whether the institution wants the human\nto override the machine.\nEvery organization teaches its real values through consequences.\nIf the person who pauses is punished for delay, the system values\nspeed.\nIf the person who asks for more evidence is called weak, the\nsystem values confidence.\nIf the person who rejects the model must write ten pages while\nthe person who accepts it clicks once, the system has already chosen.\nWar compresses time. AI promises to help by processing faster.\nThe danger is that faster processing becomes faster pressure, and\nfaster pressure becomes less judgment.\nThe human in the loop needs the right to slow the loop.\nA minimum decision time for strategic systems.\nA required second review for uncertain classifications.\nA visible record of disagreement.\nA culture in which refusing an automated recommendation is\ntreated as professional judgment rather than mechanical failure.\nThe human also needs protection from the opposite mistake:\nassuming that human choice is automatically humane. People are\nbiased, frightened, angry, tribal, ambitious, and capable of cruelty. A\nmachine can sometimes expose inconsistency or identify information\na person missed.\nThe goal is not human good, machine bad.\nThe goal is a structure in which each can challenge the weakness\nof the other.\nThe machine can say: your decision conflicts with the evidence.\nThe human can say: your evidence does not understand the world.\nThe institution must allow both sentences to matter.\nA TIRED CONSCIENCE IS STILL A CONSCIENCE. GIVE IT\nTIME.\n",
