Never let the first\nerase the second.\nThe civilian enters the military system as data.\nA name.\nA face.\nA device identifier.\nA location history.\nA family connection.\nA vehicle.\nA building.\nA pattern of movement.\nA fragment of intercepted speech.\nA probability.\nThe system does not begin with hatred. It begins with collection.\nCollection becomes correlation.\nCorrelation becomes inference.\nInference becomes recommendation.\nRecommendation becomes action.\nAt each step, uncertainty can disappear from the display even\nwhen it remains in reality.\nA fictional example:\nA water-system technician travels at irregular hours because\ndamaged pipes cannot wait for daylight. His phone appears near\nseveral military locations because the same pipes serve those locations\nand the neighborhoods around them. He receives calls from many\nnumbers because residents report leaks. A model identifies the pattern\nas logistical coordination. An analyst, overwhelmed by hundreds of\nalerts, marks it high priority.\nThe model is not evil.\nThe data is not fabricated.\nThe inference is still wrong.\nNow add war.\nRecords are incomplete.
