"text": "18\ntheir survival often depends on money, weapons, sanctions, borders,\nmedia, migration, recognition, and whether foreign patrons keep the\nold machine alive.\nSixth, the coercive apparatus chooses. The police, military,\nintelligence services, guards, militias, and rank and file may repress,\nhesitate, divide, defect, or refuse. A million people can fill a square\nand still lose if the state retains a cohesive force willing to fire\nindefinitely. A smaller movement can open a regime when the\ninstitutions carrying the throne decide not to carry it any farther.\nThe young soldier and young protester are often the same\ngeneration assigned opposite positions in one crisis. No honest\nhistory promises a bloodless outcome. States use force as policy;\nthreatened people sometimes answer force because petitions do not\nstop every aggressor. A flag does not make violence clean. A rebel\nname does not make it righteous. Every act answers for what it does\nto the living.\nSeventh, the movement can govern the morning after. Removing\na leader is an event. Replacing a political order is a sequence. Food,\nwater, hospitals, energy, communications, courts, records, pay, public\nsafety, minority protection, local administration, and the transfer of\nauthority do not pause because the square is celebrating.\nThe difference between Russia in 1905 and 1917 was not that\npeople suddenly discovered anger. In 1917, war, state collapse, military\nbreakdown, elite division, organized opposition, and an\ninternational system consumed by world war aligned in a way they\nhad not twelve years earlier.\nThe Arab Spring made the same lesson visible across several\ncountries at once. Similar demands for dignity, work, accountability,\nand an end to corrupt rule produced different outcomes because the\nmilitaries, state structures, sectarian divisions, organizational\nlandscapes, and foreign interventions were different. Where a ruler\ncould be sacrificed while the military preserved itself, leadership\nchanged. Where coercive forces split and foreign powers entered,\nuprising became civil war. Where the deep state remained organized,\nrestoration became possible.\nThe Orange Revolution showed another path. A broad coalition\nused election monitoring, sustained public occupation, strikes, legal\nchallenge, international mediation, and the refusal or restraint of\nkey security institutions to force a new vote. It won the immediate\nprocedural demand without a mass bloodbath. But the post-\nrevolutionary coalition fractured, constitutional compromises\nweakened governance, and oligarchic structures survived. The event\nsucceeded; the settlement remained incomplete.\nThat distinction matters.\n",
