Record what the institution said, what it\nrefused to say, what changed, and when it changed. Do not rely on\nmemory when the system controls the record.\nCHALLENGE - MAKE POWER ANSWER\nSubmit the Four Rights Request. Ask whether automation materially\ninfluenced the outcome. Demand notice, reasons, human appeal, and\nrepair. Keep the request narrow enough that silence, evasion,\ncorrection, or refusal becomes visible. Address the institution, policy,\nchain of authority, and system - not the front-line worker who may\nhave no power to change it.\nBUILD - TURN THE CASE INTO A PUBLIC\nSTANDARD\nRemove private information before publication. Preserve the result in\nan evidence record. Compare cases. Identify recurring systems,\nvendors, policies, reasons, omissions, and appeal failures. Carry the\nrecord to a union, school board, workplace committee, regulator,\ncourt, legislature, professional association, civil-rights organization,\npublication, or product team capable of changing a rule.\nThe first cycle is complete when one person files one request,\npreserves one response or one documented silence, and carries the\nresult to a place capable of changing the rule.
