WHAT IS INDEXED
External URLs from the canonical research collection, preserved research/report layers, book-source references, and an eleven-report Cognitive Liberty ecosystem link-reference layer spanning governance, constitutional law, intellectual freedom, privacy standards, organizations, academics, outreach, and decentralized technology.
HOW THE GRAPH WORKS
Every exact URL is a resource-page entity. Stronger types—organization, researcher/profile, benchmark/dataset, open-source project, standard/specification, legal/policy instrument, academic center, conference, and intergovernmental body—exist only where a source-explicit seed supplies that identity. v3.45 adds dossiers and exact citation trails; v3.46 adds one-row-per-occurrence source-line evidence matrices; v3.47 adds same-source previous/next neighborhoods, exact line-distance events, and exact URL/family repeat groups without semantic inference.
BOUNDARY
The engine is not a crawler, recommender, credibility service, affiliation claim, or outreach engine. Co-citation never creates employment, collaboration, endorsement, sponsorship, ideology, influence, or trust relationships. The eleven ecosystem reports remain non-canonical link-reference sources; their inclusion does not alter Audit or Observatory findings.
