118 42. Thought Is Not Conduct Journal Entry Thought is the private fire in which action is tested before the world has to bear it. I need this chapter because the phrase can be abused. Thought is not conduct. True. Speech is not always only thought. Also true. A private fantasy is not an assault. A violent sentence written in a locked journal is not the same as a command sent to a person prepared to act. A historical analysis is not recruitment. A fictional monster is not a target list. An angry belief is not a weapon. But a credible threat changes another person's freedom. A direct instruction can change action. A lie used to obtain money is fraud. A campaign that identifies a person for harassment is conduct through communication. Incitement, coercion, stalking, intimidation, impersonation, and operational coordination do not become harmless because they are made of words. The firewall between thought and conduct must be strong enough to protect inquiry and precise enough to recognize when language becomes an instrument of harm. My earlier writing often crossed that line rhetorically. I may not have possessed the capability I implied. The person reading could not know that. A threat performs power by forcing someone else to imagine the consequence. Calling it prophecy, art, symbolism, or madness does not automatically return the fear to the speaker. Cognitive liberty does not erase accountability for that effect. It changes the question. Not: Is this idea offensive, taboo, blasphemous, frightening, or opposed to authority?
