accelerating, and preparing the human signature that will be placed

THE MODEL MAY ADVISE. THE HUMAN STILL OWNS THE
CONSEQUENCE.
That development changes the meaning of civilian protection. A
population can be pressured not only by weapons but by synthetic
evidence, personalized persuasion, manufactured social proof,
emotional profiling, and uncertainty about whether any voice or
image is authentic.
The United States Department of Defense stated that military AI
should be responsible, equitable, traceable, reliable, and governable,
including the ability to disengage or deactivate systems that behave
unexpectedly. [6]
The International Committee of the Red Cross called for legally
binding limits on autonomous weapons, including prohibitions on
unpredictable systems and systems designed to apply force against
people without sufficient human control. [7]
The United Nations Secretary-General called for prohibitions and
restrictions on lethal autonomous weapons and for humans to retain
control over decisions involving life and death. [8]
The international human-rights baseline already recognizes
freedom of thought, conscience, and religion. Article 18 of the
International Covenant on Civil and Political Rights protects that
inner freedom, and the Human Rights Committee has treated the
forum of thought and conscience as non-derogable and resistant to
compelled disclosure. [11]
In November 2025, UNESCO adopted the first global normative
instrument on the ethics of neurotechnology. It addresses dignity,
autonomy, personal identity, freedom of thought, cognitive liberty,
free will, mental privacy, and the protection of brain data, especially
where neurotechnology and AI intersect. [12]
The OECD's responsible-neurotechnology framework similarly
emphasizes safety, inclusivity, societal deliberation, stewardship,
protection of personal brain data, and anticipation of misuse. [13]
The mind has entered the procurement cycle. Brain data,
emotional inference, attention, vulnerability, and belief are
becoming governable inputs. FFTAC reads these documents not as
permission slips from respectable institutions, but as evidence that
the boundary we named is already under pressure.
THE MIND IS NOT THE NEXT RESOURCE FIELD.
The question is not limited to implants. Search histories,
prompts, voice, gaze, typing rhythm, purchases, location, social
graphs, and biometric signals can all be used to infer attention,
emotion, vulnerability, belief, or intent. The inference may be wrong
and still govern a life.
