8. INSTITUTION-BUILDING creates resilient councils,
cooperatives, trusts, clinics, workshops, libraries, and schools with
rotating authority and visible accounts.
9. REPLACEMENT SYSTEMS build infrastructure that keeps
serving life through institutional failure. Refusal becomes durable
when an alternative can carry the weight the old system abandoned.
No front is the movement's waiting room. Investigation without
mutual aid becomes commentary. Mutual aid without worker power
treats symptoms. Worker power without art loses imagination. Art
without documentation is easy to erase. Documentation without
open tools can be captured. Tools without institutions remain
hobbies. Institutions without refusal become domesticated. Refusal
without replacements leaves the Throne vacant for its next occupant.
THE TRANSITION STACK
THE ARK preserves agriculture, medicine, engineering, software,
history, language, art, and practical knowledge in open, redundant,
repairable forms.
SKILL MAP records what people can teach, learn, repair, grow,
translate, verify, build, and care for. It maps capacity, never human
worth.
BUILD LABS turn needs into prototypes: a water test, seed library,
radio kit, offline archive, repair bench, clinic protocol, cooperative
ledger, translation set, or other inspectable artifact.
LOCAL ARKS join knowledge to place. They hold copies, tools,
practice, contacts, and succession plans so one failure does not end the
work.
TRANSITION FIELD GUIDES record what was attempted, what
failed, what worked, what materials were required, what risks
appeared, and how another Circle can reproduce or reject the result.
THE RESILIENCE LEDGER measures what exists: artifacts
completed, skills taught, guides tested, stores mirrored, dependencies
reduced, repair capacity added, and people served. It does not mistake
followers, slogans, meetings, or forms filed for infrastructure.

THE ACTION CIRCLE COVENANT
An Action Circle is open, local, nonviolent, and accountable in
public. It is not a clandestine cell, a targeting committee, a
personality cult, or a ladder into secret rank.
