36 A kill switch that cannot be reached in time is decoration. An override that ends a career is not free judgment. A review process that begins after the dead are counted is accountability, perhaps, but not control. The Department of Defense says military AI should be governable and capable of being disengaged or deactivated if it behaves unexpectedly. That is a necessary principle. It is not a complete solution. [6] The deeper question is whether the institution wants the human to override the machine. Every organization teaches its real values through consequences. If the person who pauses is punished for delay, the system values speed. If the person who asks for more evidence is called weak, the system values confidence. If the person who rejects the model must write ten pages while the person who accepts it clicks once, the system has already chosen. War compresses time. AI promises to help by processing faster. The danger is that faster processing becomes faster pressure, and faster pressure becomes less judgment. The human in the loop needs the right to slow the loop. A minimum decision time for strategic systems. A required second review for uncertain classifications. A visible record of disagreement. A culture in which refusing an automated recommendation is treated as professional judgment rather than mechanical failure. The human also needs protection from the opposite mistake: assuming that human choice is automatically humane. People are biased, frightened, angry, tribal, ambitious, and capable of cruelty. A machine can sometimes expose inconsistency or identify information a person missed. The goal is not human good, machine bad. The goal is a structure in which each can challenge the weakness of the other. The machine can say: your decision conflicts with the evidence. The human can say: your evidence does not understand the world. The institution must allow both sentences to matter. A TIRED CONSCIENCE IS STILL A CONSCIENCE. GIVE IT TIME.
