56 21. The Civilian in the Dataset Journal Entry The dataset sees a pattern. The civilian lives a life. Never let the first erase the second. The civilian enters the military system as data. A name. A face. A device identifier. A location history. A family connection. A vehicle. A building. A pattern of movement. A fragment of intercepted speech. A probability. The system does not begin with hatred. It begins with collection. Collection becomes correlation. Correlation becomes inference. Inference becomes recommendation. Recommendation becomes action. At each step, uncertainty can disappear from the display even when it remains in reality. A fictional example: A water-system technician travels at irregular hours because damaged pipes cannot wait for daylight. His phone appears near several military locations because the same pipes serve those locations and the neighborhoods around them. He receives calls from many numbers because residents report leaks. A model identifies the pattern as logistical coordination. An analyst, overwhelmed by hundreds of alerts, marks it high priority. The model is not evil. The data is not fabricated. The inference is still wrong. Now add war. Records are incomplete. Phones are shared. Addresses change. People flee. Armed groups use civilian spaces. Civilians are forced to interact with armed groups. Names are transliterated differently.
